fall, there are hundreds of thousands of them.", "start": 220.26, "stop": 222.1, "id": 66}, {"text": " They really don't, they're not able to control their market very well.", "start": 222.54, "stop": {"text": " I think the experience of the 20s has", "start": 241.86, "stop": 243.66, "id": 73}, {"text": " shown what a free market could do to agriculture.", "start": 243.66, "stop": 245.38, "id": 74}, {"text": " And if the agricultural economy collapses, then the economy of the rest of the", "start": 245.78, "stop": 249.3, "id": 75}, {"text": " United States, sooner or later, will collapse.", "start": 249.3, "stop": 250.98, "id": 76}, {"text": " The farmers are the number one market for the", "start": 251.56, "stop": 253.76, "id": 77}, {"text": " automobile industry of the United States.", "start": 253.76, "stop": 255.34, "id": 78}, {"text": " The automobile industry is the number one market for steel.", "start": 255.66, "stop": 257.86, "id": 79}, {"text": " So if the farmer's economy continues to decline as sharply as it has in recent", "start": 258.28, "stop": 261.96, "id": 80}, {"text": " years, then I think you would have a recession in the rest of the country.", "start": 261.96, "stop": 264.88, "id": 81}, {"text": " So I think the case for the government intervention is a good one.", "start": 265.36, "stop": 267.96, "id": 82}, {"text": " Secondly, my objection to present farm policy is that there are no effective", "start": 268.62, "stop": 272.52, "id": 83}, {"text": " controls to bring supply and demand into better balance.", "start": 272.52, "stop": 275.26, "id": 84}, {"text": " The dropping of the support price in order to limit production does not work.", "start": 276.12, "stop": 279.78, "id": 85}, {"text": " And we now have the highest surpluses, $9 billion worth.", "start": 280.42, "stop": 284.68, "id": 86}, {"text": " We've had a higher tax load from the treasury for the farmer in the last few", "start": 285.0, "stop": 290.04, "id": 87}, {"text": " years with the lowest farm income in many years.", "start": 290.04, "stop": 291.88, "id": 88}, {"text": " I think that this farm policy has failed.", "start": 292.36, "stop": 294.3, "id": 89}, {"text": " And my judgment, the only policy that will work will be for effective", "start": 294.98, "stop": 298.78, "id": 90}, {"text": " supply and demand of the imbalance.", "start": 298.78, farmers controls on", "start": 367.52, "stop": 374.14, "id": 111}, {"text": " acreage even far more than they have today.", "start": 374.14, "stop": 376.42, "id": 112}, {"text": " I think this is the wrong direction.", "start": 377.26, "stop": 378.68, "id": 113}, {"text": " I don't think this has worked in the past.", "start": 379.28, "stop": 380.9, "id": 114}, {"text": " I do not think it will "id": 123}, {"text": " Now that we have these surpluses, it's our responsibility to indemnify the farmer", "start": 408.84, "stop": 414.2, "id": 124}, {"text": " during that period that we get rid of
